Recruit a friend/Scroll of Resurrection in few countries? Why?

Was wondering why you only can Recruit a Friend and use Scroll of Resurrection in a few countries.. Like 10 or something. İm from Denmark, and wish to use both atm.. but i can`t in Denmark only Sweden and Norway, which is right beside Denmark, and the 3 countries are a lot alike.

İ don`t think it makes sense at all. ???
